- Sportbedrijf Rotterdam intends to conclude a framework agreement for 4 years for the services for field inspections to be put out to tender through a negotiated procedure without announcement ex. Article 2.32 first paragraph under b of the Public Procurement Act 2012 based on the draftbreaking competition for technical reasons. This concerns the inspection of football, hockey and korfball fields and the inspection of tennis/padel courts, baseball and softball fields, handball fields, rugby fields and athletics tracks. There are only 4 parties accredited to carry out these inspections in the Netherlands according to noc nsf. There is no reasonable alternative or substitute. For this reason, a negotiation procedure is being started with these 4 accredited parties, namely Kiwa ISA Sport, SGS Itron, Sports Labs B.V. and Ghent University - ERCAT.
