- The design and realization of the functional railway crossing (More specifically: underpasses, for fast traffic, slow traffic and for an ecological or water management function), from ground level to ground level, including inextricably linked activities (e.g. cables and pipesshifting, renovating, etc.), insofar as these fall within ProRail under the Tunnel Alliance Program, unless:
•The underpass is so intertwined in a technical or plan-technical sense with another work that it cannot be considered separately and tendered in accordance with the scope limits and methodof the Tunnel Alliance in the opinion of ProRail: makes it undesirable, inefficient, too risky and/or too restrictive in terms of optimization, or
•ProRail is not free by virtue of an (administrative) agreement to designate the underpass within the TA Program Recognition to ask out.
