There is no obligation for the NIPV to ensure that all hiring of temporary external staff via the DAS runs. Sometimes other instruments are more effective or more efficient orinspired by the NIPV's own policy. Other instruments can therefore be used to provide temporary external staff such as framework agreements or private purchasing procedures. In short: there is no exclusivity for the use of the DAS.
