Tenders are invited for Spanish Component of the Atlantic Constellation The purpose of this procurement, carried out in Open Competition, is the development (up and until final acceptance) of the Spanish Component of the Atlantic Constellation composed by:- Space Segment consisting of a ready to be flown and operated' and "native service oriented' constellation of small earth observation satellites, providing multi-spectral and hyperspectral optical images and services - with the aim of providing Earth Observation data with a high revisit frequency over the Iberian Peninsula, Canary Islands, Azores Islands, Madeira Island, and Baleares Islands and the seas surrounding it (where it will complement the observations provided by Copernicus).- Timely available and ready to be operated' Ground Segment consisting of a Flight Operation System (FOS), a Payload Data ground System (PDGS) and a Market Place in order to support the delivered Space Segment from launch onwards.Launch and operations of the constellation are explicitly excluded from the scope and objectives of this procurement, while compatibility with at least two European launchers, accommodation and orbit injection analysis as well as operations preparations up to FAR shall be considered for the proposal preparation.Subject to good quality of received proposals, up to two (2) parallel contracts might be placed with Spanish Prime Contractors. Therefore, the present ITT is addressed to Spanish economic operator having their registered office in Spain and acting as Prime Contractors. ESA shall consider for evaluation only proposals from Spanish entities at Prime Contractor level. The resulting Contract(s) will encompass two (2) consecutive contractual phases. Only one Contractor will be retained for Phase 2 activities. The Agency reserves the right not to proceed with Phase 2
