Description:
The municipality manages a total of fourteen electromechanically movable bridges. Of these, six bridges are served remotely from the Vaartsche Rijnbediencentrale, while the remaining eight bridges are operated locally. The current operating concept and the physical design of this control center areHowever, outdated and no longer connect with the latest insights around ergonomics and ease of use and standardization. Recent Human Factors Research has made it clear that there is a need for a uniform and integral safe operating method within the municipality. This desire for uniformity and safetyis laid down in internal, established documents such as; Control philosophy (Human Factor frameworks), a associated elaboration proposal and the functional standard movable bridges Utrecht. The outcome of internal considerations and these documents indicate that both the physical design and theControl processes are due for a revision, to be able to (continue to) work safely, efficiently and future -proof in the longer term. With the tender to be drawn up, the municipality wants to select a professional agency that develops an ergonomic redesign for the Vaartsche Rijnbediencentrale,Including a program of requirements (PVE) and a clear participation process for all stakeholders involved.
