• Description:
• The municipality of Leidschendam-Voorburg intends to award a contract to Rijnconsult B.V. for the implementation phase of organizational development (phase 2). This phase includes the elaboration of the remaining parts of the design plan, the supervision of the installation process, the coordination of the implementation working group and support in the transition to the new consultation structure. The order has a value of €184,000 excluding VAT.
  For this award, the municipality applies the negotiated procedure without prior notice on the basis of Article 2.32, paragraph 1 sub b of the Public Procurement Act 2012. This procedure is used because for technical reasons the contract can only be awarded to one entrepreneur. Rijnconsult carried out the first phase of organizational development in 2025 and therefore has the necessary knowledge of the developed design plan, the methodology used and the internal dynamics within the organization. In phase 1, Rijnconsult analyzed the existing organization, drew up a new design plan, supervised various working groups and prepared the implementation plan on which phase 2 will directly build.
