- The municipality of Emmen owns a plot of land on the Ringlaan where the former Village House of Nieuwamsterdam (De Schalm) has been, hereinafter referred to as "the plot". On this plot, the municipality wants to have 12 to 16 apartments developed, where at least two -thirds of the houses must fall within the middle rental or affordable purchase categories. To achieve that, the municipality is looking for a project developer who takes over the plot and on this parcel gives substance to that ambition for its own account and risk and against the conditions imposed by the municipality.
