• The municipalities of De Wolden and Hoogeveen jointly prepare a European public tender for a new framework agreements for engineering services. The De Wolden/Hoogeveen cooperation agreement (hereinafter: SWO) acts as a leader of this tender. One framework agreement with multiple parties is concluded per plot, in which both municipalities participate jointly. With this tender, the client intended to place approximately 80 to 90% of the need for engineering services within four plots. The scope of these plots has since been drawn up, but before the SWO actually starts the tender, the client would like to test it at the market. Through this market consultation, the client wants to gain insight into the extent to which the market recognizes itself in the proposed classification and design of the plots, and whether they match the way in which market parties offer their services.
