The WBO region (Altena, Breda, Drimmelen, Geertruidenberg and Oosterhout) is organizing various market consultations this year for the purchase of Youth 2027. This market consultation is about the task area: care in (secondary) special education from the 2025 WBO purchasing strategy. This market consultation therefore does not concern the task areas/plots: SLT, day care and day treatment, treatment with residential care and crisis care, specialist outpatient treatment, assisted living. What is care in (secondary) special education for the WBO Region?
The WBO Purchasing Strategy 2025 states that the WBO Region wants to organize collective youth care for young people from the target group of the 'old' clusters 3 and 4:
Students with a physical and/or mental disability, long-term ill students or students with a combination of disabilities, including students with very difficult learning (the old 'cluster 3').
Students who cannot participate in regular education due to serious behavioral disorders or psychiatric problems (the old 'cluster 4').
