• Description:
• Within PoR, the nationally recognized CROW system for road management is followed. According to this system, a Multi-Year Maintenance Plan (MJOP) is established on the basis of (annual) inspections and measurements and, from there, a set of road sections are determined annually. Life Extension Maintenance (LVO) must be carried out. A set of road sections is called a sub-project within this selection guide. A measure is then determined for all sub-projects, which guarantees that this route will continue for the next 10 years will be maintenance-free for years. This is also what PoR understands by LVO. Traditionally, the initial scope is developed into a final scope by deploying an engineering firm. In practice, however, it appears that a contractor's knowledge and experience in the design process leads to a better and more efficient design. For this reason, there is a need to involve a contractor in the project at an early stage, so that his expertise can be used in the design phase. In addition, it has been shown that the use of learning power within similar projects can yield significant quality gains. For this reason, the Port of Rotterdam Authority (PoR) has chosen to highlight four sub-projects. The desire is to carry out these four sub-projects serially, with one equal team feed. This means that the same internal project team, the same engineering firm and the same contractor work together on these projects. By carrying out the sub-projects serially, knowledge building and collaboration are promoted, which is expected leads to a significant efficiency improvement for all parties in the chain. Moreover, this working method offers the contractor a stable and predictable work inventory, which contributes to continuity and quality.
