Please note that this is not a call for tenders but a publication announcing the Contracting authority-s intention to publish a future negotiated low or middle valueprocedure. The revision of the EU ETS covering buildings will increase the cost of consuming oil, gas and coal for heating. The ETS 2 will influence the cost-effectiveness of different clean heating technologies and speed up the phase out of fossil-based boilers. The objective of this study is to collect information supporting JRC-s broader analysis of how the ETS 2, and the related SCF, will impact households. The study will collect information and data on low-income households, financial instruments, awareness raising, and regulatory measures in five EU Member States.
