  • Tenders are invited for Future Earth Observation System Architecture System of Systems Analyses from a Science Need Perspective - Expro Plus The ESA Earth Observation Reference Architecture Office is entrusted to derive and maintain the generic ESA Earth Observation Reference System Architecture encompassing all domains of Earth Observation. The architecture provides a holistic view cross all ESA Earth Observation Programmes like Copernicus, the EUMETSAT Meteorological Mission, Earth Explorers, Scouts, and Earth Watch missions. Tocomplete the picture institutional missions where ESA has a sound cooperation in place and national missions of ESA member-states are considered. The architecture is not only encompassing the space segment, but also ground segment, communication infrastructure and data, processing, dissemination and storage segment at different levels of detail. In addition, other sources of data and infrastructure as High Altitude Pseudo Satellites (HAPS) and vicarious calibration related information as PICs (Pseudo Invariant CalibrationSites) and specific vicarious calibration infrastructure shall be taken into account.Another aspect of importance is the User Segment, which is mainly defined by operational and scientific products, as well as requirements, which are flown down in the overall system. Products and requirements can either be already implemented, foreseen for confirmed future implementation or longer-term goals,not confirmed yet.Next to establishing and maintaining an EO Reference Architecture it is crucial to establish an end-to-end system (of systems) view considering different perspectives. One aspect will be e.g. to conduct system of systems analyses, to assess the scientific technological, industrial, and operational synergies of different Earth Observation missions, as well as relevant non-space systems (e.g., HAPs and in-situ networks), with the goals of maximising the return of investments in future Earth Observationmissions, to increase their attractiveness and expanding the user base.Subject to this ITT is to explore ahead/investigate based onscientific users needs new domains of Earth Observation with an observatory function - including innovative methods and technologies needed. The system-of-system approach should thereby consider the full Earth Observation eco-system from satellites, in-situ data,HAPS to applications, user on-boarding up to the digital infrastructure. At the core of this should be a systems-view, considering theoverall EO ecosystem and not an individual mission perspective. Key priorities are the EO mission (EO ecosystems) developed byESA (Prio 1) and other (institutional) European Earth Observation systems (Prio 2), Prio 3 are EO missions (EO ecosystems) from non-European organisations or commercial missions (Prio 4).
