Tenders are invited for Forum Level 2 Software Engineering Support - Expro+ Phase A/B1 the FORUM End to End Simulator (FEES) was developed in a single procurement activity, in the current implementation phase of the FORUM project the Level-1 and Level-2 simulator modules are covered by several procurement actions and contractors. The Level-2 modules addressing both simulation (Scene Generation Module SGM, MetOp SG Module MSGM) and retrieval aspects (Level-2 Prototype Processor L2PP, Performance Assessment Module for L2 PAM2) are being developed by ESA through FORUM scientific consortia in separate procurement actions. The FORUM Level-1 simulator modules and the L1 operational processor are implemented through a contract placed with the FORUM Space Segment Prime Contractor. High-level steps of the L2 processing are: 1) identify a collocated IASI-NG pixel, 2) test whether the scene contains a cloud or not, 3) Either retrieve cloud properties or clear-sky atmospheric state, 4) calculate clear-sky/all-sky spectral fluxes. Steps 3) and 4) are performed for the FORUM spectrum alone and for a joint FORUM/IASI-NGspectrum combined covering most of Earth' outgoing longwave radiation. These different processing steps are procured from differentscientific activities. Currently, 2 scientific studies are ongoing.The objectives of this activity are: development, and verification at module and system level of the FORUM Level-2 simulator production of a FORUM Level-2 Prototype Processor (L2PP) integration of the FORUM Level-1 and FORUM Level-2, verified and validated, into the FEES software engineering support to FORUM Level-2 science activities. The tasks in this activity are defined as follows:Task 1: Software engineering support to the science activities.Task 2: L2 PP/FEES Governance development and Integration.Task 2.1: L2PP Interface Consolidation.Task 2.2: Module Implementation.Task 2.3: Verification of Level-2 modules.Task 2.4: Support to Level-2 modules' validation.Task 2.5: FEES Integration.Task 2.6: Interaction with FORUM Science Activities.Task 2.7: Support to FORUM Satellite Prime Activity Interface Meetings.Task 3: Preparation of Level-2 Prototype Processor data pack.The activity is broken down into two contractual phases as follows: Contract Phase 1: twenty-six [26] months, from October 2024 to December 202 (block 3 segment 2, and Block 2). Contract Phase 2: twelve [12] months, from January 2027 to December 2027 (Block 3 segment 3)
