- Expression of Interest are invited for Estec Accelerated Investment Plan: Project Management, Design, Engineering Competencies, Project Supervision - Stage 1 Price Range 500 KEURO Located in Noordwijk, ESTEC is a hub for the European Space Agency's activities. The site covers 40 Ha of land and hosts a large Test Centre, high-tech laboratories and office areas for circa 2,700 people working daily on site. ESA Council 316 approved a one-off investment project, the AIP (Accelerated Investment Project) to address obsolescence of general infrastructure of ESTEC and ESOC.The scope of the ESTEC project covers the replacement of approx. 30,000sqm of obsolescent buildings by new modern constructions. The construction of new buildings at ESTEC is intended to take place in phases and to replace the buildings currently located in zones B, C and D. The Project will deliver modern and sustainable buildings, largely for office type of working environment and a number of state-of-the-art laboratory facilities. Given the size and complexity of the construction phases ESA plans to procure, viaa single contract, services for Project Management, Design and Engineering, Project Supervision during the implementation of the project. The Project Management services will be in support to the ESA project manager during the entirety of the project. The Design and Engineering of each of the phases will consist in the production of the engineering packages necessary to issue the tenders for construction and demolition and to support the project with any technical issues arising during the construction. The Project supervision services will be rendered during the construction and demolition phases to monitor compliance of the execution with the design and engineering specifications. ESA intends to select the Contractor in a 2-stage procurement approach. In Stage 1, the Agency shall issue a Call for Expression of Interest' open to all bidders within the ESA Members States, leading to the pre-selection of three bidders to participate in the "Restricted Competition" (Stage 2)
