• Description:
• The Assignment consists of setting up and implementing an ebike trial offer for social tenants of new social housing on Strandeiland in order to achieve a structural behavioral change. This district will be car-free and ebike-free is an essential means of transport in this new district. The municipality wants to remove these barriers with a structural ebike trial offer and support residents in their mobility by letting them try out an ebike with the option to transfer it later. by purchasing the ebike. Previous pilots on Center Island have proven that this works: more than half of the participants continued to cycle afterwards. The core of the assignment includes: • a free (for the social tenant) ebike trial process of 2 months, with guidance (behavioral change); • complete care during the trial period: ebikes, accessories, insurance, roadside assistance; • guidance (behavioral change) towards structural use, including advice and the removal of barriers and actively encouraging habitual behavior; • a suitable and affordable takeover offer (for the target group) of the same ebike after the trial process (sale & offer by the Contractor). The Contractor fully implements the ebike program: from recruitment, starting times and behavioral guidance up to and including the supply and maintenance of ebikes and accessories, including any insurance. In addition, the Contractor provides a takeover offer that is affordable and appropriate for the target group, including payment options and guarantee, and it ensures careful monitoring and reporting to continuously improve the program.
