  • Tenders are invited for Detection of Unauthorised Access and Control Restoration of a Spacecraft - Expro Plus. Price Range: 200-500 KEURO Open Date: 29/04/2024 15:26 CET Closing Date: 28/05/2024 13:00 CET In the security domain one basic motto is that it is not a matter of if a breach will take place, but a matter of when. (Cyber)security threats and attacks against space systems are now a reality. There are several reports in the literature of incidents/successful attacks against satellites that have happened by various means, including through ground segment compromise, supply chain attacks,or even unauthorised telecommand attempts.Hence, the ability to detect, respond to and recover from attacks on spacecrafts becomes important to address the changing threat environment. An effective monitoring and control that can detect the technical precursors to an attack before the attack renders the satellite unresponsive to authorised ground control is needed. Even more critical is the ability to restore the satellite to a secure and functional state. For a satellite, security controls need to be Fail-Safe and Fail-Restorable, i.e. if a security control fails (be it through compromise or otherwise), it needs to fail in a manner that will allow safe restoration of accessibility and control by operations.This activity aims at defining and implementing a proof of concept of themechanisms that need to be deployed to a spacecraft and supporting operations concepts necessary to promptly detect an attack and restore its control even if the attack has been successful.This activity encompasses the following tasks:- Analysis of threat and risks in relevant spacecraft compromise scenarios- Review of literature for relevant work, study typical reference space system architectures and relevant standards (e.g. CCSDS) to identify the system nodes and interfaces where a potential ongoing or successful attack can be detected and define associated Indicators of compromise- Identify security controls that can monitor, respond to and recover from unauthorised access attempts, even if the attempt has been successful and telecommanding capability has been temporarily lost- Develop and implement a proof-of-concept of the proposed security monitoring and control mechanisms that allow the recovery of a spacecraft after a potentially successful attack- Test the proposed implemented mechanisms by emulating relevant attacks (e.g. unauthorised telecommand)- Capture of lessons learned and identification of future development needs
