- Tenders are invited for Coordinated Parts Procurement Agency for the Payloads of the Envision Mission(Envision - Cppa) The subject of the proposed procurement is the provision of a Coordinated Parts ProcurementAgent (CPPA) for the Envision Science Mission, to cover the handling and common procurement of electronic components, among them specifically the identified long lead items, for the EnVision payloads funded by MemberStates (so not for the VenSAR instrument).The main objective to be achieved by this procurement is to allow the timely provision of highquality Electrical, Electronic and Electro-mechanical (EEE) components requestedby thepayload element providers, in compliance with the project Product Assurance requirements,while minimising the associated risk and costs to the EnVision payload contributors and theEnVision mission. Risks associated with the procurement of high-reliability EEE parts, inparticular for payload contributors with limited experience in this area, include delays to theoverall mission schedule, in-orbit degradation of the mission and thereby loss of scientificreturn, and inflated costs for the payload providers. The risk of delays is especially relevant inthe current context of exceptionally long lead times for many EEE parts.Based on experiencefrom previous ESA science missions, itis therefore proposed to establisha Coordinated Parts Procurement Agent for the handling andcommon procurement of the EEEcomponents for the EnVision payload elements.The CPPA will support ESA and the EnVision payload element providers in their componentselection and perform the engineering tasks, to enable schedule risk reduction and the reductionofnon-recurring costs.In addition, the CPPA will procure the parts for the payload contributors. The Agency willcover the non-recurring costs (e.g. Lot Acceptance Test charges, component evaluationinclusive test samples, radiation characterization inclusive testsamples, Minimum OrderQuantity and CPPA manpower) and the payload contributors will cover the recurring costs(e.g. components cost).Read more
