- Colombia is progressively developing the offshore wind sector, following the Offshore Wind Roadmap for Colombia which has been adopted as national policy. The Colombian Ministry of Mines and Energy (MME) is in the lead to develop the offshore wind sector in Colombia together with many stakeholders and partners. The government of the Netherlands is supporting the MME in offshore wind development through the Climate Energy Response Facility (CERF) program. The contractor will deliver a report describing the port concession analysis, recommendations and strategies for the retaking and operation of specific port concessions for the development of (integrated) offshore wind and/or hydrogen infrastructure.
