- Description: licenses ArcGIS software (Enterprise Agreement for the 3-year period), announcement of voluntary transparency in advance. Water board Rivierenland (WSRL) has the need to continue working with the current GIS system. The existing GIS system is based on the Esri ArcGIS software, which is supplied by Esri. WSRL opts for the application of a negotiating procedure without announcement based on art. 2.32 to 2.36 Procurement Act 2012. The reason for this is that competition is missing for technical reasons. The GIS environment of WSRL is based on the ArcGIS platform, and it is integrated into our business and reporting systems and dashboards. Substantial additional costs would be associated with the use of an alternative system (insofar as a comparable system) and in that case there is a divestment. In addition, with a possible alternative system with the use and maintenance of the equipment including software, disproportionate technical difficulties would occur.
