- The aim of the Flood Protection Program (HWBP) is to ensure that all primary flood defenses in the Netherlands in 2050 comply with the water safety standard, as laid down in the Water Act. The HWBP is an administrative alliance of the 21 water boards and the government, whereby the HWBP program management acts as coordinating and supporting program office. The contractor must carry out an analysis of the cost level of realized reinforcement of primary flood defenses: dikes and artworks.
